PULIKOVSKY: PRIMORYE IS A NEGATIVE EXAMPLE

At a press conference in Khabarovsk, presidential representative in the Far East federal district Konstantin Pulikovsky told about his activities in September.

During the past month he visited Jewish Autonomous Oblast, Kamchatka, Chukotka, Koryaksky District and Primorye. During these trips, he explained terms of reference and principles of the federal representation's activities.

He mentioned Primorye as an example of irrational management: "the region's richest territory asks for more and more subsidies from Moscow and its budget receives less revenues". At the same time, by his words, Khabarovsky Krai and Magadan are rapidly developing. He predicted that in several years these two regions will become donors.

Pulikovsky plans to go to Yakutia this week to bring local legislation in line with federal laws. After that, he will fly to Japan for a meeting with Japanese business people willing to make investments in Russian Far East. - Andrei YAKIMOV.

KRAI OWES TO USSURIISK

The financial inspection commission of the federal representation says that the krai administration must pay 150 mln rubles to Ussuriisk.

This commission came to Ussuriisk after city mayor Vedernikov addressed Pulikovsky and drew his attention to the fact that the krai authorities fail to transfer federal funds to Ussuriisk in due time and in full amount.

Commissioners came to a conclusion that the krai's total debt to Ussuriisk exceeds 500 mln rubles. As a result, the city administration is unable to pay wages to budget-funded organizations and cannot make preparations for the heating season. - Yury ROGOV.


VTF CREDITORS MEETING

Vostoktransflot employees require that bailout manager Vladimir Sergeev hold a meeting of creditors on Oct. 20 in Vladivostok.

This decision was made at a meeting of VTF staff attended by more than 100 seamen unable to get back wages. They believe that the bailout manager "does not take measures to ensure safe stay of ships in Vladivostok and St. Petersburg and to pay wages, which may lead to a collapse of the company". Previously VTF seamen sent appeals to the Federal Bankruptcy Service, the krai's arbitration court and prosecutor's office, in which they required dismissal of Sergeev. Now they wish to listen to his report at a creditors meeting.

The staff meeting also appealed to ship crews to avoid actions directed against VTF property. "Fleet is our last hope for getting wages. We will search for legal ways out", says their address. - Yury ROGOV.

ENERGOMASH-BOR OUT OF LAW AGAIN

The arbitration court in Khabarovsk left in effect an earlier decision made by the arbitration court of Primorsky Krai concerning nullification of articles of incorporation and registration of JSC Energomash-Bor, set up in 1999 by JSC Energomash Corporation and JSC "Bor".

It should be reminded that on July 7 the arbitration court of Primorsky Krai satisfied a suit filed by the prosecutor's office and claiming that JSC Energomash-Bor had been established in violation of law. Because of those violations, the state lost ownership rights for 66% in "Bor".

"ZR" FILE: Founder and 100% owner of Energomash Corporation is Dream Investments Limited (Virgin Islands). The corporation assets were formed from the assets and property of Energomash Building Corporation (Moscow), where bailout management was instituted this summer by the arbitration court of Moscow.

According to Bor bailout manager Boris Dushanin, he intends to protest the decision of the court in Khabarovsk at the Supreme Arbitration Court in Moscow. - Tatiana KUROCHKINA.

MOVING TO JAPANESE MARKETS

In early 1990s many Primorye companies were willing to promote their goods in Japan's markets. Nearly all of them had failed. It turned out that Japanese markets accept from Russia only raw materials. In our days there still are businessmen ready to expand onto the Japanese market.

One of them is "Biopolymers" director general Yury Gerashchenko. His company produces biological additives to food, based on research done by TINRO-Center.

"Before going out to the Japanese market, we analyzed its merits and demerits, specifics, developed several strategic scenarios. Besides such traditional factors as price and quality, our company paid much attention to the customs and traditions of the Japanese market. Supply of food remedial products in Japan is high. We noticed one peculiarity - when a new product appears, it generates much interest for some time. Japanese try to maintain good health and always seek for the best product. So, most intensive promotion of the product should take place just at this period.

The greatest difficulty is harmonization of Japanese customer's and Russian producer's requirements. The outward appearance and quality of a product must be perfect. Another problem is stability of deliveries.

Our company is oriented at Asian-Pacific markets and develops technologies based on humanitarian principles. It is difficult for small and mid-size companies to penetrate to foreign markets by themselves. That's why we are interested in cooperation with Russian producers. - Andrei BLINOV.

SECOND-HAND HOUSING MARKET IN AUGUST - SEPTEMBER

By data of Primorye Registration Center, 973 deals were registered in the krai in August 2000, 44 cases of housing exchange, 247 cases of inheritance and 53 donations. Sales volume In August grew by nearly 10% and exceeded 900 deals.

In September the number of deals reduced: 910 flats were sold, 24 exchanged, 233 inherited and 41 donated. September is one of most stable months and the number of deals lies usually within 910-925.

A few words about the structure of housing sales. In August it was as follows: detached houses - 105 (8%), single-room flats - 557 (42%), 2-room flats -377 (29%), 3-room flats -245 (19%), four and more rooms - 33 (3%). In September: detached houses - 80 (7%), single-room flats - 484 (40%), 2-room flats -379 (31%), 3-room flats -231 (19%), four and more rooms - 34 (3%). - Vadim NESTEROV.
